PST file, could be a bad windows profile. Could be a bad Outlook Profile, could be a bad. These all are just things to test and see what happens. You could also try it from a different machine, or you can create a new windows profile. Do not add any other mailboxes in that profile, only spectrum. A few things you can do to narrow down what the issue could be is you could create a new outlook profile and connect it only to the spectrum account. If it is super large, then that can point a bit back to it being a Outlook issue, but it does not look like it. It can still be a slim chance of it being a Microsoft issue, but that will be answered when you can answer how big your mailbox and the item count.
If I was you, I would reach out to spectrum. So far there is nothing that you have said, or even from the stuff you did say, that points this to a Microsoft issue.
